Disposal of Crown Reserve 22657
A private developer has commenced a ‘Crown Land Enquiry’ process through the Department of Planning, Lands and Heritage, for the purpose of purchasing the Crown Reserve 22657 – Lot 225 Corbett Street, Gnowangerup (refer to the map below). The private developer proposes to request that the Crown release the land to private ownership for residential development.
A landholder may enquire about purchasing or leasing Crown land, roads, reserves and easements. The process of enquiry is administered via the Department of Planning, Lands and Heritage.
Submitting a Crown land enquiry (https://www.wa.gov.au/government/document-collections/submitting-crown-land-enquiry).
A Crown land enquiry form is to be completed and is to include a written comment from the authority vested to manage the Crown land.
The Crown Reserve 22657 is vested with the Shire of Gnowangerup for the purpose of ‘Recreation’. The Crown reserve is 1.09 ha and was previously used by the community as a place of recreation (tennis courts). The reserve site has been inactive for a number of years.
A requirement of the ‘Crown Land Enquiry’ process is that the proponent include written comment from the Local Government, on relinquishing the land to private ownership. The proponent has made a written request to the Shire, seeking comment on the idea of transferring the land from a Crown reserve, to private ownership for housing development.
At the November 2025 Council meeting, the Council resolved to seek comment from the community on relinquishing vesting and management of the Crown Reserve 22657 – Lot 225 Corbett Street. Community comment can be brought back to Council for review and a decision made regarding written comment to the proponent on the idea of transferring the land to private ownership.
Should the Department of Planning, Lands and Heritage resolve to sell the land, the sale of the land is required to follow an open and competitive process, with market value sought.
The land is currently zoned “Recreation” under the Local Planning Scheme No.2. The land will need to be appropriately rezoned prior to any disposal (e.g. ‘Residential’).
The sale of Crown land may be appropriate to rectify a significant property issue or where the public or agency has no interest over the land.
The subject Crown reserve fronts a public road (Corbett St, Gnowangerup), which services residential lots, developed for housing. The Crown reserve is located adjacent to other reserves vested to the Shire for various uses, including ‘recreation’, ‘government use’ and ‘water’. The Crown reserve is not identified as a contaminated site and is not registered as having any cultural or heritage significance.
There is infrastructure (Water Body) located across the southern boundary of the subject land. Should the Department of Planning, Lands and Heritage resolve to sell the land, the southern boundary may need re-aligning (subdivision application).
Prior to providing written comment on transferring the land from Crown reserve to private ownership for housing development, the Shire hereby invites members of the public to provide written comment on the proposal. Comments will be presented to the Council for a decision to be made on whether or not to provide supportive comment on relinquishing vesting and management.
Please make written comment to the Shire of Gnowangerup, 28 Yougenup Road, Gnowangerup WA 6335, or email to gnpshire@gnowangerup.wa.gov.au, on or before COB Wednesday, 21 January 2026.
If you have any questions regarding this matter, please do not hesitate to contact David Nicholson (Chief Executive Officer) or Adrian Nicoll (Town Planner) through the Shire Office on (08) 9827 1007.
Comments from the community can be used to inform Council’s response to the proponent.
